Since Phase II (unlisted public companies with paid-up capital ≥ ₹500 crore or turnover ≥ ₹1,000 crore, or firms with 5+ partners rendering attestation services) became mandatory from 1 July 2024, practice units covered under Phase II, III or IV cannot accept or continue a statutory audit engagement, or sign an audit report, without a valid Peer Review Certificate. The ICAI Peer Review Mandate rolls out in four phases based on the entities a practice unit audits and its partner strength.

Straight answers before you apply for review.

Once a phase becomes mandatory for your practice unit, you cannot accept new statutory audit engagements or sign audit reports for entities covered under that phase without a valid Peer Review Certificate. This can directly block your ability to continue existing audit work.
Peer Review Certificates are generally valid for a period prescribed by the ICAI Peer Review Board at the time of issuance, after which the practice unit must undergo a follow-on review to renew it. We track your certificate's validity and initiate the renewal review before it lapses.
An Unmodified Report confirms the practice unit's quality control system is adequate. A Modified Report flags specific gaps that need remediation within a set period, after which a follow-on review is conducted. An Adverse Report indicates significant non-compliance and is escalated per ICAI procedure. Most practice units that prepare properly receive an Unmodified or Modified Report.
Yes. From Phase IV (1 January 2026), the mandate extends to practice units with three or more partners rendering assurance services, and to auditors of Public Sector Bank branches — regardless of the size of entities they otherwise audit.
Practice units apply through the ICAI's peer review portal and a reviewer is assigned from the empanelled list maintained by the Peer Review Board, subject to independence requirements — a reviewer cannot review a firm they have professional or personal connections with.
Timelines depend on the size of the practice unit and the sample of engagements selected, but the desk review, on-site verification and reporting are generally completed within a few weeks once the practice unit's records are ready. Starting well before your mandatory date avoids a last-minute compliance gap.
